Hi, I read on the JR-West website that there is a Sanyo Shinkansen Discounted One Way Ticket that I would like to use from Shin-Osaka Station to Hakata Station. It offers significant savings from the normal price. The website states that you have to purchase an Exchange order (E-ticket) from travel agencies outside of Japan but does not supply a list of the agencies. Once you get the exchange order you can pick up the ticket at select train stations in Japan.

I found the JR-West site you are referring to, but unfortunately know of no travel agencies that provide this service - the website is very vague and as you say does not provide a list or any way to contact or identify these agencies I'm afraid.
