I plan to visit Sapporo, Hakodate, Otaru, Toyo & Noboribeibetsu during my visit to Hokkaido.
What are the best type of "trains" pass to purchase.
Also, where is the best place at Sapporo i can go for 01/01 new year countdown, watch fireworks.

Will you travel by rail to Hokkaido as well? In that case I would recommend a nation wide JR Pass. If you stay only in Hokkaido, consider purchasing a Hokkaido pass, to at least cover travel between Sapporo and Hakodate. As that is the most expensive trip by far.
I've not celebrated new year in Sapporo myself. So unfortunately I don't know much about what the best place to celebrate new year is. I would assume around Sapporo TV tower.
