Yes - the Ramen Museum in Shin-Yokohama looks to be within walking distance (6mins) of Shin-Yokohama station. Here is a photo guide on how to get there from Shin-Yokohama and a walking map I put together for you from Exit number 1 at Shin-Yokohama.
From Shin-Yokohama you can use this itinerary to get to Kamakura, and this itinerary to get from Kamakura to Tokyo via JR.
