This ticket is also known as the Tokyo Tour Ticket, or Tokyo Furii Kippu by JR. You can see a more detailed route map from this JR page on the valid area. I'm afraid it will not cover any of the lines you mention.
This PDF includes a very detailed map of the locations that the Tokyo Tour Ticket is valid.

I wish to visit Kawagoe, will the Tokyo Tour Ticket cover the line from Ikebukuro to Kawagoeshi?

HI there!
As the trainline that services Kawagoeshi is operated by Tobu rail (which is not included in the TTT), you would need to purchase separate tickets for this journey.
