Does the Osaka- Tokyo Hokuriku Arch Pass work for this Itinerary? If feasible should I purchase for after we visit Nikko( if Nikko is not covered)?
Days 1-3 Tokyo and area
Days 3-4 Nikko
Day 4-6 Kusatsu onsen
Day 6-8 Kyoto and area with trip to Ine Bay
Day 9-10 Osaka

Nikko would not be included in this pass, you may also need some additional travel to Kusatsu Onsen.
The Osaka - Tokyo Hokuriku Arch Pass is typically best used for a return trip Tokyo to Kyoto/Osaka.
