Japan Rail has started to operate trains across Japan again yesterday (12th March, 2011), including service inside Tokyo on the JR Yamanote Line. We're aggregated the JR status pages for you by JR zone. Please note, the information on the JR websites may not be the most upto date (and is running through Google Translate), so we encourage you to visit your nearest JR station for confirmation. In addition, all JR companies are reporting that the current status is tentative, and may change at any time.
