I will be arriving in Narita on 28 January 2023 at around 5 pm.
Based on your experience, would it still be possible to arrange for a Meet and Greet to exchange our Japan Rail Passes and also reserve our tickets in advance for the remainder of our trip?
If not, is it easy to communicate in English at any other Travel Service Centres located in Tokyo to do the same?

Yes, this could be arranged and there is no problem at all given the timeslot.
JR Staff at Narita do speak English, so you should have no communication problems.
