we intend to visit Tokyo, Kyoto and Osaka in the period 27th December 19 to 8th January 20. Would JRP cover bullet train intercity travel and travel for tours within and around the three cities?

Hi there,
Yes, you can use the Shinkansen bullet trains between these cities and the local JR network in each city.
Do note that other kinds of transport like the metro would not be included.
