Hi there,
Probably the closest station with an exchange office for the Japan Rail Pass will be Shinjuku in Tokyo. Here's a sample itinerary of how to get there from Haijima station (next to Yokota AFB). Total cost of this trip will be ¥450 or approx. $6USD.
