Hi there, we are arriving at Kansai on 13 December morning. We have already bought 7D nationwide passes and intend to use it from 15 to 21 Dec. When is the earliest we can activate the pass and reserve the seats in advance.

You can find the exchange times for each station here:
https://japanrailpass.net/en/exchange.html

You can make seat reservations from the moment that you have activated your JR Pass.
