Tateyama Kurobe Option Ticket for Foreign Visitors to Japan

Hi ,
I was able to find out regarding Alpine route one way ticket from JR east for just 9800 yen which covers transportation all the way from Nagano to Toyama (including fare for alpine route)

Is this still available or an expired promotion? I want able to find any websites to purchase this ticket. Also, based on Alpine royte website , one way ticket costs 12,000+ yen for one way thats just from ogizawa <>tateyama. Which makes me wonder how the above ticket can be so cheap! Is there anything Im missing here!?
