i am foreigner student here,and will be finished my study within 4 years.. can i apply this JR Pass to travel in Japan?

Hi there!
I'm afraid that for non-Japanese passport holders, the JR Pass is only available to holders of the 'Temporary Visitor' visa/entry status, which is issued for a maximum of 90 days. As you'll likely have a student visa I'm afraid this will mean you will not be able to use it.
