Hello there,

It will depend on your timing but I'd try to use a 14-day JR Pass and use it to Nikko, Takayama, Kanazawa, and other long distance trips. This will likely be the best option for rail passes/budget and give you enough time to explore as well.

You can use the JR Pass to travel to/from Narita Airport, but it needs to be within the validity period.

Kind regards,
Daniel

It will depend on how many days you travel. Try to fit all the costly trips within the 14-day window, if that does not work, then you can always go for the 21-day pass.
