I am going to japan on 23 Dec, i have not yet bought my rail pass, is it too late? Can I buy and have it emailed. or do I need to collect in an office? I am in Melbourne, Victoria Australia

Your best option would be to look for a local agent in Melbourne, as we do not have enough time for delivery by the 23rd.
