not getting my passes on time

hi i want to know what can i do if my passes don't arrive in time and my flight leaves before! can i go to any office in tokyo to use them or get new ones with the fee i already payed? or with the photo i can get get to use them? please tell me if there is a way that i don't loose what i payed!
